In this letter, Katharine Pennell writes to James Herbst, a district director of the Internal Revenue Service, to explain that even after awarding the planned centennial scholarships and covering the costs of the centennial convention, there is still a surplus of money in the Centennial Fund. Pennell also asks Herbst for his opinion of whether or not the surplus funds could be used for additional Rehabilitation Scholarships in the 1971-1972 fiscal year or used as a contribution to the Institute for Rehabilitation Medicine.
