Havard Ewin Schmidt was a member of the National Budget Committee, New York City in the 1950s. The National Budget Committee handed the requests and dispersed the money for some 30-odd agencies in cities where some of them did not hove local chapters. All the agencies concerned were connected with the Community Chests in their communities. This photograph was featured on page 38 of the Spring 1959 issue of The Key.
