Henrietta Duncan MacArthur was named deputy assistant secretary of agriculture for rural development. She is deputy to Assistant Secretary Alex P. Mercure, director of the operations of the Farmers Home Administration, Rural Development Service, Rural Electrification Administration and Rural Telephone Bank.
