In this report, the author submits that the Seventh National Convention (or the 1884 National Convention) brings an end to the experimental stage of government by Grand Council and proves such a government a success. The Grand Council replaced the Grand Chapter system. The Grand Council plan of government was first submitted by Tade Hartsuff, who acted as president for two years in which the probationary period of governance elapses successfully. The system is a constitutional monarchy, in which the Grand President acts as monarch, council members the cabinet, and convention as parliament.
