Etha Smith Jeffrey was selected by Governor Milken's Awards Commision as one of Michigan's six outstanding public employees. Mrs. Jeffrey is deputy city clerk of Adrian Michigan, and has served as Worthy Grand Matron of Michigan, Eastern Star. The article includes a portrait of Jeffrey.
